Is testing free?

Yes. Test workspaces on testnets are free on every plan, including the free one. You pay once you open a live workspace on a paid plan.

Are network fees included?

No. Network fees apply to on-chain transfers and are paid from your workspace's gas wallets, at what the network charges. Every transfer shows the fee.
